I know, I'm currently trying to fixup some of the mistakes it made.

While I agree that cvs2svn is the best tool available to convert a CVS
repository, the biggest problem with it is that it is not incremental.
Having to start from scratch would throw away all the nice fixup made to
create proper merges (and there are _many_ merges in Emacs CVS).
