I think this is fine. As a general rule we name our plugins "bzr-foo"
and they should be installed as "foo". The only exception I know of is
"bzrtools" which is installed as "bzrtools".

This is very bzr-project specific, but the plugins are bzr-project
specific, so it is okay.
