[MERGE] Strip "bzr_" from the start of the suggested plugin name.

Hi,

Here's another small improvement suggested by Andrew.

If the user does bzr branch lp:bzr-svn to install it
they will get a directory named bzr-svn. bzr won't load
this, and will suggest bzr_svn instead, but this then
breaks bzr-svn.

This change strips bzr_ from the front of the suggestion.

Does anyone know of a plugin that requires itself to be named
bzr_whatever?

Hopefully Martin's plugin installer work will mitigate this even
more, but I think this is a benefit to have anyway.
