bzr 1.3rc1 today/tomorrow, final next week

The only outstanding issue I'm worried about is the one I brought up in 
bug 198793.  If we were to roll out Bazaar within my organization at 
work, this issue would need to be resolved.  However, there does appear 
to be some further figuring-out required before the ideal fix is 
identified, so I can understand that this might miss this release.
