bzr 1.3rc1 today/tomorrow, final next week

Could you please try harder to do metronome emails?  If that's a burden,
 an alternative would be to go back to having different managers for
each release.

I found the metronome emails really helpful in keeping my expectations
on track.  For example, there was some talk about delaying the Bazaar
release, so I thought it RC was next week.

In particular, we used to have a bugfixes-only week, and I usually made
an effort to fix bugs that week.  Without the metronome email, I haven't
been doing that.
