Spammy announcer bot on #bzr yesterday

I'd like to apologize to everyone who was on #bzr yesterday. I started
an instance of a bot that announces PQM commit emails onto IRC. I've
been running this bot for months on a Canonical internal IRC server for
announcing commits on some internal trees, and have not seen any
problems, so when Martin mentioned that it would be nice to set up for
#bzr, I did so very quickly, saw one message get announced, and headed
off for the evening. Looking at the backlog, I see that something went
wrong, the bot started spamming the channel, and was ultimately banned.
