[MERGE] make bzr script un-importable

If someone cares enough to write the patch, I'm fine with bringing it 
in.

I think you could actually import it if you use the "imp" module. It has 
been a while, but I seem to remember you could supply an explicit 
filename to import.

On the other hand, I'm not sure that "import bzr" would actually break 
anything that we actually *need* to refuse it.

So I would also be fine with just deleting the "else:" portion entirely.
