[MERGE] Make Tree.iter_changes public

Hi all,

This patch makes renames Tree._iter_changes to Tree.iter_changes,
thereby turning it into a public API.

Tree._iter_changes has reached stability-- although some people feel
there is room for improvement, it has not changed in many releases.
When the time comes to improve it, we can create a new API with a new
name.  Right now, there are a bunch of tools that want to use it, including:
- - pqm-submit
- - bzr-gtk
- - bzrtools.

So I think it is time that we make it a public API, with the stability
guarantees that implies.
