[MERGE] Convert launchpad transport into a directory service

Hi all,

This patch uses the new directory service functionality I've just
submitted in order to provide launchpad's branch lookup as a directory
service.

This is a much cleaner approach and avoids spurious redirection
messages.  It does not break the current behavior of "bzr branch lp:bzr".
