[MERGE] Support ``child_submit_to`` option in submit branch

The attached patch adds a simple ``child_submit_to`` setting that should
contain the email address to which a child branch should send merge
requests.

This for example makes the following workflow possible if
http://bazaar-vcs.org/bzr/bzr.dev had
``child_submit_to=bazaar at lists.canonical.com`` set:

$ bzr branch http://bazaar-vcs.org/bzr/bzr.dev trunk

... hackety hack ...

$ bzr commit
$ bzr send
