--apend-revisions-only as option to "bzr init-repo"

Hi,

I think it would be nice if you could specify --apend-revisions-only to
init-repo as well as init. Any new branch created in the repository
would then take the repositories setting if not set on the branch. You
could override by explicitly setting it to False for a branch but if you
don't specify it then it would take the repository default.

So to set up a server I just have to init-repo --apend-revisions-only
and then all branches in the repo will have that property.

Anyone else think this would be a good idea?
