[MERGE] Add a plugin-api.txt developer document starting to description services for/from plugins.

This adds a document aimed at plugin authors. The initial content
provides a pointer to the api versioning stuff; and documents the
metadata Jeff Licquia and I have started putting in our plugin setup.py.
