[MERGE][1.2] bzr.exe: move builtin plugins out of library.zip to directory 'plugins'

Here the latest version of my patch updated to 1.3 series.
Last time I sent patch for this topic almost 2 weeks ago,
nobody review this after Ian and I've implemented all Ian's
suggestions and remarks.

So for me it's ready for merge to bzr.dev.

I'll wait some more days and if no one objects or review it
then I'll merge it. Because it's win32 stuff, and there is
no many people interested in this area, and I'm confident
it's improvement for win32.
