Rephrasing:
"When we put stuff in the core source tree, we should consider it to be
a core part of bzr and not a plugin. So we should not be adding things
to bzrlib/plugins/* in the bzr tree. If its not important enough to be
bzrlib.SOMETHING rather than bzrlib.plugins.SOMETHING, then why should
it be in the bzr tree?"
