[merge] look for plugins in arch-independent site directory (was Re: Bundling more plugins into bzrtools)

You're right, the problem isn't as big as I first thought since we're 
dealing with the arch independent directory and a sane distribution 
won't put that in a different places on different arches.  I think it's 
more correct as a runtime check, though.
