(rfc) recommend installing a plugin when needed

Right, going to go down that path then. I thought XML made more sense
to house this kind of information, but I definitely prefer straight
python source.

Exactly what I had in mind. Could probably be the description of the plugin.

I've already got a working demo of this, I'm going to clean up the
code a bit and upload a working example as soon as possible (I'd like
to have the major bits of this done before the sprint so I can
concentrate on the installing/updating/removing bits which I think
will be more complicated).
