[MERGE][1.2] bzr.exe: move builtin plugins out of library.zip to directory 'plugins'

NEWS added. Another suggested tweaks is also done.

I'd like to have this patch merged to 1.2 (rc and final).

Based on this patch I'm planning to do following improvements:

* extend CustomModuleFinder to understand our lazy_import
* bundle some popular plugins with standalone installer (e.g. bzrtools)
