[MERGE][BUG #187162] Use has_same_location for repository checks

The attached patch just changes a direct "self....base == other...base"
check in favor of "Repository.has_same_location". This was triggered
because bzr-svn doesn't provide self.bzrdir.transport (it is set to None).
