Latest bzr crashes with plugins command

I get the same error using Python 2.4. I should also note that it does
not go on to list the plugins except in the normal fashion that the
traceback does.
This would seem to have been introduced by r3201, which plays around
with cmd_plugin in builtins.py. I've had a bit of a poke around but I'm
evidently not familiar enough with the command parsing stuff to
actually do anything. :)
