BzrTools: moving to Launchpad

Hi all,

In my new job at Canonical, I'm working on Launchpad.  Launchpad seems
like a decent system in general, and dogfooding is always good, so I'm
moving BzrTools over to it.

So far, I've activated the bug tracking and moved the official URL over
to http://bazaar.launchpad.net/~abentley/bzrtools/bzrtools.dev/.  I
expect to be using further features as time goes on.
