Simple enough and seems correct. I don't know that our other clients can
support multiple to addresses. Which is probably something we should at
least think about.

I can't merge this quite as is, because you are using a newer repository
format, which is not backwards compatible with the format bzr-email is
in. The change is simple enough I could just create a new commit, but I
generally don't like to do that (as it changes annotations, etc.).

If I don't remember, ping me again on this, as I think we do want to
merge it.
