[MERGE] Make pack formats non-experimental, rich-root formats non-hidden, and mark subtree ones as experimental.

I see that now, and I'll fix it and submit.  In the future, please try
to avoid spurious changes.  You can get a preview of the merge directive
patch by doing "bzr diff -r submit:"
