bzr official/unofficial.deb's

I'm fairly sure this has been thoroughly discussed, but I can't find
the discussion anywhere.

I've been using bzr 1.0rc1 on my server for some time now due to it
being the latest version available in the "official" repos
(http://bazaar-vcs.org/releases/debs/feisty).
Today I was pointed at PPA, where 1.0 has built .deb's for edgy and up.

Why isn't any of this in the /Downloads section of the webpage?

Isn't it better to have 1.0 available to the general public with
semi-unofficial packaging than a release candidate?
