[MERGE/RFC] Merge prefers to use submit branch

I think John refers to the name of the attachment that `bzr send`
creates. It annoys me too, but I don't see that any UI is needed to fix
it?

It's just a matter of using $BRANCH_NICK-r$REVNO.patch instead of the
current random name, no? If you agree to that, I could try to provide a
patch to do that, scracthing my own itch and all.
