[MERGE] Reconfigure can safely be interrupted while fetching (#179316)

Hi all,

In general, it's not a good idea to interrupt ``reconfigure`` when it's
halfway through a reconfiguration-- you'll wind up with something
half-reconfigured.  But this patch makes it safe to interrupt
``reconfigure`` when it's fetching.
