[MERGE] inventory journalling serialisation logic

This patch contains the logic to create an inventory in a series of
journal entries, and combine (and validate their hash's) later.

It's not integrated into a disk format in this patch, because its
logically quite separate.

I haven't tuned it yet, but I'm expecting it to be pretty snappy as long
as you start with an inventory object :).

This patch unfortunately contains the development format patch, as I
started to work on the integration, then realised there was still
outstanding work to do on the serialiser. Merging it into that branch
and diffing will show the serialiser stuff cleanly though.
