[MERGE/RFC] ParentsProviders now provide tuples of parents, never lists

Hi all,

Currently, some of our parents providers provide lists of parents, while
other provide tuples of parents.  This patch makes them use tuples
uniformly, which makes testing simpler.

I chose tuples because
- - the APIs used with packs tend to use tuples here
- - tuples can be used as dictionary keys
- - it is rare to mutate a list of parents

But if anyone has a strong preference for lists, please speak up.
