[MERGE] Don't use weekday names in the trace file

Hi,

I've been wondering for a long time why does qcommit emit ugly unicode
encoding warnings from time to time, and finally took some time to debug
it. The problem is that qbzr uses the current locale and the date format
to the trace file has %a in it. This produces a bytestring in the
current locale encoding and if you combine it with an unicode string
(like path names from bzrlib), Python's logging module is unable to
create the log message. Most of bzr commands are not affected by this,
because bzr uses only the C locale. The only one which has the same
problem is 'bzr selftest', because it initializes the locale settings.
But selftest is unusable (again, because of %a in osutils.format_date)
in any non-english locale so I always have to run it with
LC_ALL=en_US.UTF-8.
