I expect both branches to be returned.  That's the way 'bzr branches'
works, for example.  If we were removing unreferenced revisions from a
shared repository, it would catastrophic to ignore branchb.  And using
nested trees will cause a lot of "unreferenced nested branches", because
'bzr split' creates this situation.
