Trouble Setting up PQM

I contacted Robert Collins directly about this, but since he is out, he
asked me to post it here.
I'm trying to set up pqm for a project we have on Launchpad
(http://launchpad.net/ihris-suite) and I'm a bit lost.
I've got it successfully processing emails, but bzr support seems
non-existent. It wants to default to baz (__init__ in CommandRunner
sets arch_path to "baz" and there is no where to set it to bzr) and the
Bazaar2Handler seems woefully incomplete compared to the other
VCSHandler classes.
https://bugs.edge.launchpad.net/pqm/+bug/124847 seems to indicate that
there is a way to do this (“We should also document in the README/user
documentation how to deploy with bzrlib”) but just having bzr installed
doesn't seem to be enough.
