[MERGE] Fix bug #175337, bzr bind shouldn't check the ancestry

This is something I mentioned to Robert in the past, and we agreed that
'bzr bind' is now the wrong place to be checking the ancestries.

I came across this because someone was rebinding and mentioned that it was
rather slow. But rather than changing the algorithm, we should just skip
it entirely.
