Wait for the moment with this patch.
You need to install these files with setup.py first.
Currently doc/ subdirectory is not installed as part of bzr install.
We only install bzr script and bzrlib package.

If we really want to keep this topics in external files we should decide first where these files
will be installed. Installing them as doc package to python library site-package location is not
best idea IMO. bzr-doc maybe? But in this case we ends with different names for the same folder in
bzr.dev sources and in installed form.

The simplest solution is to move these topic files inside bzrlib. As text files of course.

And don't forget about standalone bzr.exe.
I think we need collaborate on this.
