[merge][1.0][#174059] test__create_temp_file_with_commit_template_in_unicode_dir needs a unicode filesystem

One recently added test needs a filesystem that will take unicode
names, but forgets to test for it.  This causes test suite failures on
some platforms.

(I realize that directly importing from test_diff is ugly; I think we
should move all the test features to a separate file so we can write
'from bzrlib.tests.features import FooFeature')
