[merge][1.0alpha][#164443] slightly better message when hpss pull fails because the source needs to be reconciled

Some branches of bzr itself have index inconsistencies that mean
pulling over hpss, or upgrading to packs, gives an error.  At the
moment you get a fairly ugly and worrying error, as in
<https://bugs.launchpad.net/bzr/+bug/164443>

This patch makes it a bit cleaner and gives people a clue what to do.
You still get a traceback but maybe this is enough.

We believe the inconsistencies that cause this were introduced by
people running non-released versions of bzr a couple of years ago and
so this is unlikely to affect branches other than bzr itself.  If
anyone does encounter this elsewhere, I'd like to hear about it.
