Seems okay to me.

I would like to see a test in "test_errors.py" that the error is 
properly formatted.

I would also like to see a test where a URL is registered that doesn't 
have {id} in it, so we know that the right exception is raised.

Also, I'm not sure that "bugtracker_" is the best prefix, but I don't 
have anything better in mind.
