I believe the phrase is "fit in" not just "fit". To "fit in" is to act like
everyone else. I believe SVN marks .svn directories (or _svn) as hidden. And
maybe newer versions of CVSNT do the same for CVS. (older versions and the
cygwin version do not.)

I know I always default to showing hidden files, so it wouldn't make a big
difference to me. (It changes the icon to half opacity.) I do that because
directories like Application Data are considered hidden.

But anyway, as .bzr isn't something that people are expected to ever enter,
marking them hidden seems fine to me.
