Yes that would be a great idea. If it were an option you could even
configure it via aliases on a per command basis. Or it could simply be
an option in bazaar.conf that decides if . is default or root when no
file name specified to commands that operate on files.

It's not possible to please everyone in all situations so letting them
customize the tool to their particular way of working to minimize
potential mistakes makes sense to me.

We could discuss why one way is better than another but that doesn't
help. I work with svn at work and am used to not supplying . when I
mean CWD. So even if whole tree is better in many ways I don't want it
due to old habits and likelihood of making a mistake....
