Yes. When I don't specify a directory I would expect cwd to be used. You
can get around this by always specifying a directory like "bzr revert ."
but it's easy to forget the dot. Most Unix command work on cwd if no
directory is specified and subversion works this way too. Seeing as many
users may be migrating from other VCS where this is the behavior it
would be better if Bazaar didn't suprise people with this difference...
