Your NEWS entry is not very accurate:
"Commit messages can now be written using an editor in branches with Unicode
characters in their name."
Actually branch "name" could be ascii-only, but you could create non-ascii directory
inside your branch and run commit from within it. You even could invoke commit not
from branch, but from any particular directory, and pass path to your branch as argument.
I think bug report title gives better explanation of problem:
"commit fails to invoke external editor in non-ascii directory".
