Bundle Buggy update: now with cherrypick and branch support

Hi all,

I've finally updated Bundle Buggy to use ancestry data from merge
directives to detect the request range, instead of using the bundle
contents.  This means that Bundle Buggy will now handle cherrypicks
correctly.  It will only mark requests as superseded if their head
revision is an ancestor of the directive's head revision, and not an
ancestor of the directive's base revision.

In order to do this, it must install the merge directive (in a
repository I call the 'slushpile').  This means it should also now
support merge directives without bundles, as long as their public branch
is accurate and up-to-date.
