[MERGE] Output refactoring and XML integration into bzrlib

Ok, we separated the patch into abstraction layer for the output and
XML integration, which we will bore you with if this one goes in  :D

The only thing that might be missing is the ChangeReporter bit
mentioned by Aaron, which we need a bit of insight before making that
change.
