[MERGE] New Repository API find_text_key_references for use by reconcile and check.

This new API costs about 1.5% on entire-branch pushes (439 -> 445
seconds) in return for giving a very clean an understandable api for
interrogating how file texts are referenced.

I am using this to build up towards a fast reconcile. The next step will
be to use the direct returned by find_text_key_references to generate an
ideal index for the whole repository, which can then be used to clean up
each individual knit or the whole repo (for packs).
