FWIW, the patch looks good to me.
I agree with your assumption that the problem lies in workingtree, not
globbing.  GIGO.

I would like to see a test for the variant that Warren Togami reported
i.e. given a tree with a/b previously commited

bzr rm a/b
bzr rm a

but maybe that's just being pedantic.
