[MERGE][Bug #152811] Removing an already-removed file doesn't traceback

This fixes the bug in question by taking advantage of lazy evaluation
to avoid calling 'is_ignored' if the file doesn't exist. This does
assume that the bug is in the passing None to 'is_ignored', rather than
in 'is_ignored's handling of being passed None.
Also, the list admins might see a similar message to this in their
pending moderator requests (this one should get through fine). This
message has a slightly different bundle attached (I forgot to add a NEWS
item previously) so the other one can be safely discarded.
