bazaar 0.92 and 1.0

Bazaar has a good feature set now, and with Packs quite a fast storage
format. I think it's a good time to do a 1.0 release. This is by no
means the end of development -- we will still have things we want to
add and bugs to fix -- but marks a certain level of maturity.
We can do a 1.0 late November using the features we currently
have, if we concentrate on solidifying the features that are there
already, by
* completing and checking the documentation
* closing out high priority bugs, across all platforms
* making sure bugs that do still exist are documented and triaged
* making knitpacks non-experimental or even the default -- this seems
to mostly require an annotation cache, and fixing the two bugs about
handling of obsolete packs
Packs seem to be working out well, though it's still a bit early to
make a final decision about whether they can be the default in the
next release. I think we can do that based on the feedback after
0.92final.
As far as getting there from here, we should do 1.0 on the 26th
November, and for doing a number of release candidates as needed to
enable testing, with stabilization starting again soon. Rather than a
bugfix only week, I'd like to allow space for at least two rcs
5th bugfixes only
12th 1.0rc1
19th 1.0rc2
26th 1.0
There is now an 0.92 branch and general features or fixes can come
into trunk; that does allow only a short period for landing features
after 0.92 but that's probably a good thing.
