Packs have landed.  Early user testing has shaken out some bugs, as
you would expect, but on the whole it looks great.

My goal is to make an rc tonight.

We need some user documentation about packs - how to upgrade, caveats,
etc.  igc is doing that now.

Here are some of the things still wanting merge:

There are some other things approved and unmerged or conditionally approved, but
I think this is all that hangs on the release.
