Do you plan on using Bugs Everywhere as basis for the bug tracking
system in cart? 

One of the main features I miss in things like launchpad or trac is the
fact that it forces you to use a web ui to, for example, view the list
of existing bugs. That makes offline access to the bug list pretty much
impossible, and is annoying to those who have a command-line based
workflow.
