problem grabbing latest packs branch

This is the expected problem with my repo - the indices in it are bogus
from way back, as my how-to-dogfood mails have noted.

Start with a reconciled bzr.dev, upgrade --experimental it, or branch it
into a pack repository, then u can pull my branch easily.
