Maybe locking is a bzr thing....

Uhm, why would it be impossible to do locking over a network file system? NFS2 and 3 may be broken wrt locks, but NFS4s' support for locking is sufficient for Bazaar and Samba's support for locking shouldn't be distinguisable from the locking provided by a local fs.
