Hi all,

I need finer control over remote bzr locations than the BZR_REMOTE_PATH
environment variable provides.  I use multiple remote servers, and some
have custom bzr locations, and others don't.  So if don't set
BZR_REMOTE_PATH, I can't use the server with a custom location, but if I
do set it, I can't use the other servers.

I believe it would be a security risk to allow the URL to control which
remote command was executed.  So we can't provide this information via URL.

We can't use the generic BranchConfig object, because that requires the
branch to have already been successfully opened.

Therefore, I think we should use the LocationConfig.
